Toughened is an unlockable Valor Surge under the Survivor skill tree in Horizon Forbidden West. The first level is automatically unlocked when Medicine Capacity, Potent Medicine, and Potion Proficiency are all unlocked. To trigger it, it costs 90, 216, and 360 Valor for each level.
