Do we ever see any NPCs marked as Shadow Carja that are not soldiers? I can't recall any offhand. The Carja villagers being in the camp is evidence that the Sundom does encompass all of the Shadow Carja territory. This is additionally supported by the Carja outlanders that can be found just as you get onto the Rustwash plateau from Blazon Arch and Kestrel's Perch.
