Rheng is a minor character and antagonist in Horizon Forbidden West: Burning Shores.
History[]
Rheng is the Compliance Officer assigned to the Eastern Expedition. During the voyage, the fleet was split in two, with Rheng's half winding up stranded in the Burning Shores with no clue regarding the fate of the others.
Knowing that his position as a Compliance Officer granted him influence in Fleet's End on the off-chance that they would return to the Great Delta, Rheng kept his eyes open for any sign of dissent or treason, often finding reason for suspicion in extremely minor mistakes.[1]
Events of Horizon Forbidden West: Burning Shores[]
When Seyka returned to Fleet's End with Aloy after trying to locate some missing expedition members, Rheng wasted no time in ordering the arrest of them both, as Seyka had brought an outlander into Fleet's End and committed a capital crime by taking a Diviner's Focus. However, these orders were overruled by Admiral Gerrit, who permitted Seyka to search for the missing expedition members.[2]
Rheng later became suspicious of the Diviner Enki, and thus ordered a Risk Specialist, Rokomo, to infiltrate Enki's scouting party. In the meantime, he attempted to have one of Enki's allies, Theoa, arrested for conspiracy.[3]
When he attempted to involve Admiral Gerrit, Aloy intervened and accused Rheng of getting Enki's party killed with his interference. Her claims were corroborated by a repentant Rokomo, the sole survivor of the party, who vouched for both Enki and Theoa's innocence. Rokomo's account exposed Rheng as having deployed covert operations during an emergency without Gerrit's permission, a fact not lost on the enraged Admiral. For overstepping his authority and coaching a witness into a false confession (the truth of the latter charge is unclear), Rheng was arrested and imprisoned in the brig.[3]
When Aloy visits Rheng in the brig, he will insist that he is being mistreated and that he will make sure all dissenters are dealt with when they return to the Great Delta while she remains silent.[4] After Aloy and Seyka successfully defeat Londra, Rheng won't believe that they defeated a Metal Devil.[5]
Personality[]
Rheng is an unpleasant and scheming man. He is proud and entitled, as well as arrogant, due to his status and role. Rheng also gets offended easily, and shows to greatly dislike of having his authority given to someone else, even under dire circumstances.

- Rheng is much like Ulvund from the base game, being an authority figure who abuses their power until their mistakes strip them of it.
