Powershots is an unlockable Valor Surge under the Hunter skill tree in Horizon Forbidden West. The first level is automatically unlocked when Ammo Expert, Concentration Regen, and Stamina Regen are all unlocked. To trigger it, it costs 180, 400, and 680 Valor for each level.
