Javad, also known as Javad the Willing, is a character in Horizon Forbidden West.
History[]
Background[]
Javad became magistrate of the Daunt sometime after the Liberation of Meridian, having requested the posting as he saw overseeing the entire valley on behalf of the Sun-King to be an honor, basing himself in the tavern at Chainscrape. However, like many occupants of the valley, he was beleaguered by the antics of Chainscrape's "leader" Ulvund, who continuously attempted to rouse up Oseram resentment and force the magistrate into signing a concession degree that would grant Oseram sovereignty over portions of the Daunt. Javad knew Ulvund's motivations were purely financial but, recognizing that acting brashly would only bolster Ulvund's cause, had little means of curtailing the man's bloviating.[1]
Javad told Ulvund not to use explosives within the Split Crag mine due to the risks involved.[1]
Javad received a complaint from Jordert Guardsman in regards to Delah and Boomer, who refused to refund him for a weapon that he had acknowledged was volatile at purchase.[2]
Horizon Forbidden West[]
A day before an Embassy was due to be held at Barren Light, a herd of Bristlebacks appeared in the Daunt without explanation. Ulvund wasted no time in baselessly accusing the Carja of releasing the herd into the valley to intimidate Oseram laborers into obedience,[1] ordering a work stoppage until the Bristlebacks were dealt with.[3] Javad's protests were ignored, and Ulvund once again pushed him to sign the concession degree. However, when Aloy interrupted their conversation, Javad asked to speak with her privately,[4] asking her to investigate how the Bristlebacks got into the Daunt.[5]
Aloy later returned with the results of her investigation: the Bristlebacks stampeded out of Split Crag, despite how unlikely this seemed. Aloy also noted that Ulvund's workers were using explosives to tap the tunnels inside, to which Javad was irritated that Ulvund had ignored his warnings. However, as they realised that the blasting may have opened a passage from the other side, Aloy agreed to investigate further.[5]
Aloy, noting that Regalla and her rebels riding machines attacked the Embassy from the north, believed that they may have a camp that way. Investigating Eastern Lie, she found that what most likely happened was that Ulvund's blasting created a sinkhole beneath a pen of machines, allowing them to escape into the tunnel as it collapsed behind them, trapped them in the Daunt.[5] With the explanation of Ulvund was to blame now irrefutable, Javad summoned Petra Forgewoman to confront Ulvund alongside Aloy and himself. Before the entire town, Javad divulged Aloy's findings and publicly castigated Ulvund, while Petra chimed in with Ulvund's misconduct regarding the workers of Crimson Narrows[note 1] and the Shadow Carja refugees.[note 2] Ulvund demanded an official investigation, to which Javad agreed to provide, along with an inquiry into Ulvund's complete business history. To Javad's elation and relief, Ulvund agreed to leave the Daunt in exchange for avoiding such a query.[5]
Once Ulvund left, Javad gave Aloy a Nora Champion outfit as a reward and expressed his profound gratitude for her service. He then placed Petra in charge of Chainscrape.[5] While going through Ulvund's belongings, he found several of his own belongings that had been snatched by the Oseram, including his lucky Bristleback Machine Strike piece and slippers.[6] Under Avad's orders, he also had Ulvund's workshop shuttered for his continuous and flagrant violations of Carja mercantile law.[7]
After an explosive incident at Delah and Boomer's workshop,[8] under Avad's orders, Javad had their workshop shuttered and deemed unsuitable for habitation, as well as announcing the two women to be wanted for questioning.[9]
Personality[]
By all accounts, Javad appears to be a well-meaning man and effective administrator, albeit somewhat awkward in demeanor.[4][5]
Javad doesn't enjoy ale,[1] but drinks it anyway.[5]
Ulvund believes that Javad is incapable of running Chainscrape, noting that he can barely made the trek from Barren Light without losing a few screws.[3]
