HEPHAESTUS's first task will be to fabricate the robots that will construct the waveform broadcast towers MINERVA will use to transmit the deactivation codes - so any exotic materials needed for the towers should be accounted for in the inventory plan.

This datapoint is located in the Zero Dawn Project Facility, in the room where a hologram of Margo Shĕn introduces the HEPHAESTUS sub-function. It sits on a table to the left of the hologram of Shĕn.
If Deep Secrets of the Earth has been completed, wearing the Shadow Stalwart outfit will be required to reach the facility due to it being within Sunfall.
