Found at Shadow’s Reach, the Old Ones facility in the southwest mountains of No Man’s Land taken over by Eclipse. You can only access it once you’ve unlocked the “Shadow in the West” side quest.
Once you eliminate the cultists and machines outside the facility, an Utaru slave named Yef will let you up the scaffolding with a ladder. Climb up the ladder to go around the outer wall and, just before you crawl through a low hole, check to your left to spot a skeleton in power armor. Scan it with the Focus to get the datapoint.
