Found at Shadow’s Reach, the Old Ones facility in the southwest mountains of No Man’s Land taken over by Eclipse. You can only access it once you’ve unlocked the “Shadow in the West” side quest.
Once all the cultists and machines within the facility are defeated, head indoors and free the Utaru captives. Check at the back of their cage to find this datapoint sitting on top of a wooden barrel.
