That is an interesting point that there are at least 3 real world states that lack a tribe that could be used for the upcoming online multiplayer game, though given that the two major tribes of the region that appeared in the second game where featured in some capacity in the previous game and there have been no official mention of tribes that inhabit the areas previously mentioned, though possibly to reference The Forbidden West Scanned Glyph from HZD that details several aspects of the region, it mentioned a tribe that drank machine blood that Brin at a later point indicated had “disappeared without a trace” and the tribe whose members “have the same face”
Potentially given that some information about other regions that were written about by external sources were either misinformed or did not understand particular aspects of different tribes, that the tribes that were said to be within the Forbidden West could have mistakenly assumed that they lived primarily within the region that was considered the Forbidden West only to live in other regions, though I wonder what short of geographic boundaries might have stopped tribes further east or south of the HZD map, such as the east coast of the US from making contact with the tribe further west, if such tribes exist at all,
Regarding the tribe that had hunters “with the same face”, assuming that such a description was taken at face value, and knowing that cloning exists within the world of Horizon, possibly the various regulations that govern the use of cloning and genetic engineering that existed before the Faro Plague, at least within the context of Op Enduring Victory and not ZD giving the word’s of ELEUTHIA’s Alpha, could have been overlooked and given that they could not use machines against the Plauge let they simply be added to their numbers by hacking, a cloning program might have been created to mass produce super soldiers to delay the inevitable outcome, with such a theory being in part my inspiration for NEMESIS conducting a similar operation, with something happening that resulted in the project surviving into the future and becoming a tribe in the new world
As for the upcoming multiplayer game, given that in order to make the UI make sense where the Focus has played that role, being set in a time and place where knowledge of its capabilities would be somewhat limited to the player, maybe the storyline could be set in between the 2nd and 3rd games where Aloy would reach out to the Hunter’s Lodge and tell Talanah about everything, and explain what was going to happen and gifting her a large cash of Focuses and would enlist her help to gather information and support to help with countermeasures against NEMESIS, with the Aloy camno being in the form of a series of introductions videos about how the Focus works among various special events that could slowly move the world closer to Horizon 3
I could also see the possibility that given the rules of the Hunter’s Lodge about how one becomes leader by in part defeating a particular powerful machine, that some people within the Lodge would seek to give Aloy a greater influence, potentially leadership, being willing to skip the traditional way within the organisation due to having recently defeated a Metal Devil in the Burning Shores once word reaches them, something that she would most certainly reject given her character and not wanting to upstage her friend, though she might be reluctantly persuaded to accept a greater role as potentially a larger part of new recruits would join because of her, something that she would not be comfortable with being venerated even for her hunting powers, with the multiplayer game doing some of the heavy lifting regarding the set up of Horizon 3 in how the world would prepare for NEMESIS, that for new players could be condensed into a series of datapoints among other things, to allow the third game to start in a state of the world that had some kind of awareness and preparation for NEMESIS
