Personally I think it's more to do with Sony starting to move away from PS4 support.

More games that will be ps5 exclusive will help boost ps5 sales, and lots of PS4 users still happy with PS4 performance, so making future products that they want to play only on ps5 is Sony's way to get them to upgrade

Sony really needs to fix the distribution problem with the PS5 before they start releasing any exclusives for it. They’re literally impossible to find outside of EBay, where they go for $3,000 at a minimum.

It could be that the Horus fight just wasn't working on the PS4, so instead of putting more work on making it work (and possible pressure from Sony) that they decided to skip the PS4
